What makes 24th July special? No, it’s not a celebrity’s birthday. It’s special because it happens to be National Income Tax Day. The Governor General of India accorded to the bill levying the tax, introduced by James Wilson, the first Finance Member in Council, on 24th July 1860.

Parliament passes anti-corruption Bill that punishes bribe givers too
The Parliament on 24 July passed an anti-corruption Bill that provides for punishment to bribe givers and takers and extends prior nod for the prosecution to former public officials with the Lok Sabha given its assent to the law. The Bill provides for imprisonment from 3 to 7 years, besides fine, to those convicted of taking bribes. Bribe givers have also been included in the legislation for the first time and they can be punished with imprisonment up to 7 years, fine, or both.
The government sets up a committee to curb mob violence, lynching
The government has set up a high-level committee headed by Union Home Secretary Rajiv Gauba to suggest measures and legal framework to effectively deal with incidents of mob violence and lynching, the Home Ministry said on 24 July. The panel will submit its recommendations to a Group of Ministers, headed by Home Minister Rajnath Singh, which in turn will present its recommendations to PM Narendra Modi.
IRDAI constitutes a panel to review third-party motor cover costs
Insurance regulator IRDAI has constituted a 16-member committee headed by P.J Joseph to examine motor third party insurance pricing aspects and make recommendations on the premium rates for 2019-20. This is for the first time the IRDAI has formed such a committee, an official familiar with the development said. Apart from examining the third party cover pricing aspects, including data related ones, the committee has been tasked to revisit the classification of vehicles, in view of the development in the industry. Its term will be till December 31, IRDAI said in an order constituting the committee, recently.
DHFL, USAID signs $10 million loan guarantee for improving the healthcare sector
Mortgage lender DHFL and the US Agency for International Development (USAID) on 24 July announced a $10 million (about Rs 70 crore) loan portfolio guarantee to improve capital access for small businesses in the healthcare sector. “Through the risk-sharing agreement signed between USAID and DHFL, will be able to provide up to $10 million to small and medium-sized enterprises operating in the health sector in India, prioritizing lending to women entrepreneurs,” the two organizations said in a joint statement.
India, Uganda sign four MoUs in various fields
India and Uganda signed four MoUs in the areas of defence cooperation, visa exemption for official and diplomatic passport holders, cultural exchange programme and material testing laboratory. The agreements were inked following delegation-level talks between Prime Minister Narendra Modi and Ugandan President Yoweri Museveni in Kampala. Mr. Modi reached Ugandan capital, Kampala this afternoon on the second leg of his three-African nations tour after concluding his Rwanda visit. It is the first visit by an Indian Prime Minister to the country in over 20 years.

Dhanvir, Priya set meet records in National Youth Athletics Championships
Punjab shot-putter Dhanvir Singh and Kerala 400m hurdler Vishnu Priya set new meet records to win gold medals in the 15th National Youth Athletics Championships in Vadodara. Dhanvir threw 19.69 meters in his fifth attempt to erase the earlier meet record of 19.34m set by Navtejdeep Singh in 2011. The silver medal was claimed by Adish Ghildiyal of Uttarakhand. Aniket Kala of Uttarakhand took the bronze. In women’s 400 meter hurdles, Priya, representing Kerala, crossed the finish line in a season-best time of 1:02.52 seconds. In doing so, she erased the previous meet record of 1:02.58 seconds set by P O Sanya in Bambolim in 2015. In women’s 200 meter race, Kerala’s Ancy Sojan won the gold in 24.91 seconds. The silver medal in the competition went to Kirti Bhoite. The bronze medal went to Giridharani of Tamil Nadu.

Veteran Bengali actor Basabi Nandi passed away Sunday (22 July) midnight. The 82-year-old had suffered a heart attack, according to family sources.
